Lion City Takes An Innovative Counter-Terrorism Messaging Approach

In a bold move to revolutionise counter-terrorism communication, Singapore’s Ministry of Home Affairs (MHA) and VML have launched interactive films on TikTok that transform how Singaporeans engage with national security messaging.

Breaking Away from Fear-Based Messaging

The campaign, which went live on October 30, 2024, marks a significant shift from traditional fear-based terrorism narratives to an empowerment-focused approach.

The initiative expands on SGSecure’s “What’s your Role” campaign, utilising TikTok’s interactive features to create engaging scenarios where users actively participate in security-related decision-making.

This innovative approach puts viewers in the driver’s seat, allowing them to experience firsthand the consequences of their choices in potential crisis situations.

Empowering Through Interactive Storytelling

“We all have a role to play in keeping Singapore safe from terrorism. And there’s no role too small,” says Nimesh Desai, Chief Executive Officer of VML Singapore.

“Which is why we leveraged interactive technology to remind and enable Singaporeans to play theirs and be ready for any emergency.”

The films tackle multiple aspects of modern security challenges, including:

  • Real-time decision-making in potential threat situations
  • Impact of misinformation on community harmony
  • Individual responsibility in maintaining national security

Building Community Resilience

What sets this campaign apart is its focus on positive action rather than fear.

The interactive narrative structure demonstrates how individual choices contribute to collective security, reinforcing the message that community safety is a shared responsibility.

“A whole-of-society approach is crucial to safeguard our community from the threat of terrorism,” explains Wilbur Sim, Director of the SGSecure Programme Office at MHA.

“The interactive films highlight the simple actions that everyone can take to protect our loved ones and our community from the multi-faceted threats of terrorism in a refreshing yet thought-provoking style.”

Innovation in Public Service Communication

This campaign represents a significant evolution in government communication strategy.

By choosing TikTok as the primary platform and incorporating interactive storytelling, MHA and VML demonstrate an understanding of modern engagement techniques while addressing serious national security concerns.

The initiative showcases how public sector messaging can be both informative and engaging, setting a new standard for government communications in the digital age.
